Tanzania REGROW Complaint (Second Request): No Agreement to Pursue Dispute Resolution

On May 31, 2024, the Accountability Mechanism Secretary, Orsolya Székely, notified the World Bank's Executive Directors that the parties involved in the second request for inspection of the Resilient Natural Resource Management for Tourism and Growth (REGROW) project in Tanzania did not both agree to engage in dispute resolution. Consequently, the case has been referred back to the Inspection Panel for formal investigation.

This second request, submitted to the Inspection Panel on May 3, 2024, cites new circumstances regarding resettlement not known at the time of the first investigation recommendation. The World Bank's Board of Directors had approved the first set of issues for investigation on November 15, 2023, and, on May 24, 2024, authorized joining these new eligible issues to the ongoing investigation. The offer to pursue dispute resolution, made on May 28, 2024, is a voluntary step in the Accountability Mechanism process. Without an agreement between the parties to participate, the process stipulates that the matter returns to the Inspection Panel for investigation.
